Successive administrations in Nigeria have developed a number of programmes and policies (Universal Basic Education (UBE), National Immunization Coverage Scheme (NICS), Midwives Service Scheme (MSS) and Structural Adjustment Progranme (SAP) etc.) aimed at harnessing the positive influence of trade openness on human capital investment in the country. In spite of these, human capital in Nigeria is grossly under developed. This paper examines the impact of tr\ade openness on human capital investment in Nigeria between 1981 and 2020. The study employed Vector Auto Regression (VAR) modeling techniques for the analysis. Human capital investment was proxied by total government expenditure in health and education (dependent variable) while trade openness was measured by trade openness index (explanatory variable). Per capita electricity consumption and exchange rate served as check variables. Human capital investment showed strong endogenous impact (strong influence) on its self while trade openness and per capita electricity consumption exhibited strong exogenous impact (weak influence) on human capital investment throughout the forecast period. The study recommended that, since trade openness in Nigeria is crude oil centered, government should invest more revenue from the sales of crude oil in human capital development for trade openness to have any significant impact on human capital investment in Nigeria.
This paper is a review of contemporary relativism as a human dignity problem. It began with a conceptual review and a wholesome analysis of the variables as contained. Relativism stipulates from the analysis made that moral principles are not universal, but contextual; thus, “members of one community do not fairly judge or reject certain conventional social practices. Relativism, in its most severe form, rejects the existence of valid cross-cultural criteria for assessing human rights policies and exempts from public scrutiny, certain differences in social norms and institutions. Relativism is a dynamic term whose philosophical origins lie in debates about relativism in science theory and language theory. Usually, relativism is presented in contrast to realism, which is the belief that what is real and true happens independently of the mind. Where epistemological, social, economic, and cognitive relativism of several different forms are present. It is widely reported that one aspect (e.g. moral principles, information, and meaning) relates to a particular context (e.g. the person subject, a society, or a language). Although cultural relativism provides sociology with a reflexive and critical method, political and moral conservatives continue to despair about the effect of cultural relativism on analytical discourse and the change away from the objective, measurable principles as the measure of all claims to reality. Nevertheless, some scholars have suggested that cultural relativism can be embraced without compromising a commitment to the concept of moral values, or human rights.
Human Information Infrastructure and Administrative Efficiency (HIIAE) Of Selected Enterprises in the Civil Aviation Industry in the South-South, Nigeria (Published)
This paper examined how human infrastructure impacts on administration efficiency of aviation industry in Nigeria. In line with the purpose of this paper as stated, population of this study comprises of 80 senior and junior staff of the various ICT departments of four Airports operating in the South-South of Nigeria. The Taro-Yamene sample size determination formula was used to determine the sample size. The objective of this study is to assess the relationship between human infrastructure impacts on administration efficiency of aviation industry. Questionnaires were the major instruments used in gathering primary data which were analyzed using regression analyses. The study found that aviation industry can achieve improvement along the terms of administration efficiency if the aviation industry is able to improve on their products and deliver on their service more effectively and efficiently base on the findings, we recommends that in order for firms to maintain their attractiveness in the industry, they must have be conscious what modern technology is available in the industry and apply same on their own business as this will help the in expanding their market coverage with different products.
Human Resource Development Meeting the Needs of the International Integration in Vientiane Capital of Laos (Published)
The objective of the study is to analyze the internal-external environment affecting the human resource development in order to meet the needs of international integration in Vientiane capital of Laos. Based research results, the researcher has the managerial implications for improving human resource quality for Vientiane capital of Laos. This is one of the first research paper to develop the measurement scale as well as the theoretical model illustrate the relationship between the internal-external environment and the human resource development. The official quantitative studied with a sample of 350 managers in Vientiane capital. The data collected from June 2017 to May 2018 in Vientiane capital and random sampling technique. The Data analyzed Cronbach’s Alpha and the exploratory factor analysis (EFA) which used for multilinear regression. The tested results have the internal-external environment affecting the human resource development with significance level 0.01 based on 344 samples (06 sample lacked information).
The interactions between man and environment determine both the quality of environment and as well as the quality of life that man lives. The feedback mechanisms of the interactions between man and environment are directly proportional. The increase in the number of urban dwellers is no more novel as over 50% of the world population resides in urban centers. This continuous and accidental increase in the number of urban dwellers with respect to their actions in the environment has played significant roles in the depletion of the quality of the environment. Since human health or wellbeing depends on the quality of his immediate environment, the focus on environmental quality emerged as a key area for research in urban and regional planning. This paper appraises the quality of the built environment in a steadily urbanizing traditional settlement in Ogbomoso North Local Government, Nigeria using selected environmental quality indicators while necessary recommendations are put forward to rejuvenate sickening built environment.

This study which benefits from reconnaissance surveys and recent literature on spatial degradation examines the environmental and anthropogenic challenges in the Niger-Delta Region of Nigeria. It argues that the visible environmental restrictions posed by hydro-climatic, vegetal, and geomorphic related occurrences are not significant to prohibit the development of the region. Specifically, the study observes that anthropogenic activities which strongly defied sound environmental principles are accountable for the protracted spate of environmental pollution, cycle of underdevelopment, unemployment, widespread poverty, occurrence of diseases, and human rights violations in the Niger-Delta Region of Nigeria. Based on its findings, the study recommends a number of realistic measures to reposition the region towards the path of sustainable development. These measures include urgent remediation of vastly polluted environment, routine monitoring of the region using satellite remote sensing, adequate infrastructural provisions matched with effective maintenance culture, amendments of mineral derivation, control and utilization laws, provision of reliable jobs to the immediate communities, and harnessing of hydro-climatic resources for permanent safety of the region’s infrastructures. These measures require the integrated efforts of different environmental experts and authentic cooperation of indigenous communities, crude oil industries and the federal government of Nigeria to succeed.
